Senior Vice President, Preconstruction

Euisang Lee brings over 20 years of expertise in preconstruction, architectural engineering, and construction management to his role as Vice President of Preconstruction at Leopardo Construction. With a strong foundation in both Civil Engineering and Architecture, his broad perspective bridges the gap between design and execution. His expertise in project planning, cost estimation, and value engineering ensures seamless transition from concept to completion, delivering innovative, cost-effective solutions while maintaining the highest quality and sustainability standards.

Throughout his career, Euisang has led preconstruction efforts on a wide range of projects including luxury residential, state-of-the-art healthcare facilities, educational institutions, and commercial developments. Notable projects in his portfolio include the 24-story luxury condominium tower at 4 E. Elm Street in Chicago, 100,000-SF renovation of Rush University Medical Center’s Atrium Building, the Hanover Park Police Headquarters, and the 46,520 Encuentro Square affordable housing development in Chicago.  His leadership has played an essential role in the successful completion of numerous high-profile developments, guiding projects through the early stages while driving efficiency and excellence across all phases of construction.

Euisang is a Registered Architect in Illinois and a LEED Accredited Professional. He holds two advanced degrees – a Master of Architecture and Master of Science in Civil Engineering, both from the University of Illinois.

Jeff Kramer

Vice President, Preconstruction

In his role as Vice President of Preconstruction at Leopardo Construction, Jeff Kramer leads the early planning and strategy efforts that set projects up for success. With over 20 years of experience in the construction industry, he began his career with Leopardo as an intern in 2003, and then steadily advanced to his leadership role. Jeff has a well-rounded career spanning project management, estimating, and preconstruction leadership. His experience includes a wide range of markets that include retail, education,  residential, and healthcare.

In 2020, Jeff helped launch Leopardo’s preconstruction department, where he continues to lead its growth by combining technical expertise with a client-focused approach. He excels at collaborating with architects and owners to align budgets, plan phasing, and navigate early project challenges. He believes strong relationships and thoughtful planning at the beginning of a project lead to a smoother, more successful construction process. 

Jeff’s portfolio includes a wide range of projects including Big Ten Conference headquarters, Rush Oak Brook Orthopedic Center, University of Chicago Medicine and Silver Cross developments in Orland Park, and multiple medical office buildings for Duly Health and Care and Midwest Orthopaedics at Rush.

Jeff holds a Bachelor of Science in Civil Engineering from the University of Illinois, with concentrations in construction management and structural engineering. He is a LEED Accredited Professional and an FAA Certified Drone Pilot.

What is the most gratifying part of your job?

The most gratifying part of my job is seeing a challenging project break ground, sometimes after several years of preconstruction work with a project team.

Paul Velleman

Vice President, Estimating

Paul brings more than 10 years of expertise in conceptual estimating, cost modeling, and hard bid coordination to his role as Vice President of Estimating at Leopardo Construction. His deep operational knowledge supports a standardized, high-quality approach to preconstruction budgeting while reinforcing a culture rooted in collaboration, precision, and trusted partner relationships.

Paul holds a Bachelor of Science in Building Construction Management from Purdue University and is LEED GA and OSHA 30-certified. His expertise in cost analysis, value design, and competitive bid strategy ensures alignment between project vision and profitable execution, guiding teams seamlessly from concept through negotiated and hard bid deliverables.

Throughout his career, Paul has led estimating strategy across a broad range of markets including healthcare, multifamily, luxury residential, hospitality, retail, federal, civic, and complex adaptive reuse projects. His leadership has contributed to the successful completion of numerous technically sophisticated and high-impact developments. Notable projects in his portfolio include 61 E. Banks, a 151,000-SF luxury apartment building; the Independence Library and Apartments, an 82,050-SF Chicago Public Library branch paired with a 66,500-SF affordable housing development; Midwest Orthopaedics at Rush, a 103,000-SF ambulatory surgery center; and Ravenswood Senior Living, a 224,897-SF renovation and adaptive reuse project. His estimating leadership has played an essential role in guiding projects through early planning, driving schedule accountability, bid compliance, subcontractor qualification, and win strategy execution—among many others.

Paul is known for strengthening subcontractor and vendor relationships through frequent communication, thoughtful partnership building, and accountability in contractor qualification. He actively supports recruiting, estimator training, and cross-functional alignment of estimating with project operations leaders, ensuring clarity on scope, risk assessment, owner deliverables, and strategic resource planning.

Paul’s leadership continues to elevate Leopardo’s estimating capabilities—driving efficiency, sharpening win strategies, and supporting the delivery of iconic, purpose-built projects backed by enduring client and industry partnerships.
